SUBJECT:UPDATE FOR QUINN STREET ON-STREET PARKING SPACE MARKINGS ("T" MARKINGS) FROM EASTERN AVENUE TO GARFIELD AVENUE

RECOMMENDATION:

It is staff's recommendation that the City Council receive and file this update.

 
BACKGROUND/DISCUSSION:

Staff was directed by City Council to evaluate T-markings as a result of the parking study presented on December 9, 2019. On June 8, 2020 the City Council directed staff to conduct a survey on whether the community had support for the installation since it would result in less parking spaces.  On June 10, 2020 city staff hand-delivered 170 questionnaires along with a pre-stamped envelope so that residents could submit their feedback before June 25, 2020. The number of available parking spaces is 133 on this segment of Quinn Street.  If approved, installing "T" markings will result in a net loss of 27 parking spaces for residents. 

Of the 170 surveys that were distributed, staff received 35 in favor and 8 opposed to the installation of T-markings.  If staff applies the same standard for citizen support of speed humps, that would require at least fifty-one (51) percent of property owners/residents residing along the affected portion of that street which means 86 residents. Therefore, with only 35 residents approving, the T-markings do not meet the majority support.

 

Staff continues to seek opportunities with local parking lot owners to share their parking with residents by sending out flyers to commercial property owners.  The flyer has been posted on the City’s website and social media. 


CONCLUSION:
Staff prepared a questionnaire to get feedback from 170 residents that fronted Quinn Street from Eastern Avenue to Garfield Avenue.  The deadline to receive all comments was June 25, 2020.  With 170 residents fronting the street segment, 51% or 86 residents would be needed for an approved installation. With only 35 residents approving, the T-markings fail due to lack of majority.
 

FISCAL IMPACT:
Striping costs to install "T" markings on this segment of Quinn Street are estimated at $22,000.  If the City Council approves the installation, it is recommended that the City Council appropriate this amount from the general fund.  Other costs to consider is the additional labor from the Police Department to enforce the parking.
