BY:Rozanne Adanto, Director of Recreation and Community Services
SUBJECT:CONTRACT BETWEEN THE CITY AND HERK EDWARDS, INC. FOR THE PURCHASE AND INSTALLATION OF GYMNASIUM EQUIPMENT
DATE:July  27, 2020
RECOMMENDATION:

It is staff's recommendation that the City Council by motion:

  1. Adopt the attached Resolution approving the agreement between the City of Bell Gardens and Herk Edward, Inc. for the purchase and installation of additional equipment,  basketball backboards, gymnasium floor cover and a scoreboard; and
  2. Authorize the use of Los Angeles County Measure A grant funding.

BACKGROUND/DISCUSSION:

Per approval at the City Council meeting of May 11, 2020, the City issued a Request for Proposal (RFP) for the purchase and installation of basketball equipment (backboards, rims, gymnasium floor cover and scoreboards) for the John Anson Ford Park gymnasium. The City received two (2) proposals, though only one was qualified as the second proposal was not received by the deadline and was therefore disqualified.

The proposal received from Herk Edwards, Inc has been reviewed and deemed as qualified.

Staff is requesting to enter in agreement with Herk Edwards, Inc. to purchase and install basketball gymnasium equipment for the John Anson Ford Park gymnasium.  Staff is working to complete a number of capital improvement projects during this down period of operations due to COVID-19. The complete project if approved would be completed by the end of September, 2020.

CONCLUSION:
Based on the proposal received from Herk Edwards, Inc., staff is requesting to enter in agreement with Herk Edwards, Inc. to include the purchase and installation of the additional basketball equipment using Los Angeles County Measure A funding.
FISCAL IMPACT:
The purchase cost of the backboards, gym floor cover and scoreboards including installation is $73,555.00.   The funds for this purchase are in the City's per capita funding in the Los Angeles County Measure A grant.
